If the city was broke why did they give out raises twice last year. Wilmington residents earn about 20.000 less than the average family income in U.S.A. Have we created a monster in setting salary/wages that our residents cannot afford. At the very least the city should disclose wage/salary data to let the taxpayers know what they are paying before asking the taxpayers to pay more
